Any deposit required by the Commissioner pursuant to this Division shall be payable to the County and shall be filed or deposited with the Commissioner, ninety days after the satisfactory completion of all authorized work and fulfillment of all conditions of the permit, the Commissioner will release the deposit upon application of the permittee.
