No person as a principal shall carry on, manage or conduct any tent show, carnival,
musical or theatrical exhibition or entertainment, traveling show or traveling entertainment,
circus, menagerie, animal show, turkey shoot, or temporary gathering of any nature
whatsoever which is open to the public, when the same is held, carried on, managed
or conducted in the open air, in any tent, or in a temporary place of business, without
first obtaining a license therefor.
