Pursuant to the authority vested in the Board of Supervisors of the County of Ventura
by California Penal Code section 836.5, the Director of the Environmental Health Agency,
and certain of his authorized subordinates, as hereinafter provided, shall have the
power of arrest without warrant whenever they have reasonable cause to believe that
the person to be arrested has committed a misdemeanor, misdemeanor/infraction, or
infraction in his presence consisting of a violation of the provisions of the Ventura
County Ordinance and the California Health and Safety Code, or any ordinance or statute,
which is under the administration of the Director of Environmental Health.
