It shall be unlawful for any person to erect, maintain or occupy any tent, camp or shelter upon the public ocean beach between the hours of 7 o'clock a.m. and 7 o'clock p.m. of any day, except such tent or shelter be opened fully on at least two (2) sides for inspection.
