The wild animal license and/or wild animal facility license required by this Article may be obtained by making written application to the Poundmaster, demonstrating to the satisfaction of the Poundmaster that the applicant will comply with Section 4480 and regulations adopted pursuant to Section 4482, and paying the proper fee to the Division. Such application shall describe the animal(s) to the satisfaction of the Poundmaster and shall include the address and, where available, the telephone number of the applicant.
