No person shall operate or use any surfboard, paddleboard, dugout, raft, laden sailing
vessel with less than three (3) inches of freeboard (or similar craft or device),
or aquaplane within the Harbor or Outer Harbor areas. This section does not apply
to Stand Up Paddleboards (SUPs), which are vessels as defined in Section 6401-21, above.
