The provisions of this Chapter shall be held to be the minimum requirements for the
promotion of the public health, safety, and welfare. If ambiguity arises concerning
the appropriate classification or particular use within the meaning and intent of
this Chapter, or if ambiguity exists with respect to matters of height, setback, or
area requirements, it shall be the duty of the Planning Director to ascertain all
pertinent facts and make a determination on said ambiguity.
