The purpose of this section is to provide uniform standards for the siting, design,
and permitting of wireless communication facilities in the coastal zone. Regulations
within this Chapter are designed to provide for the communication needs of residents
and businesses in a manner that is consistent with visual resource policies, public
access policies, sensitive habitat policies, and other provisions of the Local Coastal
Program. These regulations are also intended to be consistent with state and federal
law, including the federal Telecommunications Act of 1996 and the Middle Class Tax
Relief and Job Creation Act of 2012.
