Where a species of animal is not listed explicitly for animal keeping, the Planning
Director, in consultation with appropriate experts, shall make a species equivalency
determination. Similarly, the Planning Director shall have the power to assign the
appropriate "animal unit factor" and "the maximum number allowed" to the species in
question, based upon such criteria as height, weight, noise, odor, waste production,
potential for escape, and impacts upon other animals and humans, etc.
