The purpose of this Section is to establish reasonable and uniform limitations, safeguards,
and controls for the design, placement, and use of facilities and structures (hereinafter
referred to as "facilities") for the nonmotorized wheeled conveyances such as, but
not limited to: skateboards, bicycles, unicycles, tricycles and rollerskates. Such
regulations are established to minimize the impact on neighboring uses such as, but
not limited to: unsightly structures, noise, loss of privacy, traffic congestion,
trespassing, and risk of damage or injury from flying projectiles and debris.
