Whenever the Board of Supervisors finds that, because of topography, street layout,
or other distinct characteristics, an area is sufficiently unique to justify deviation
from the uniform numbering system established in this Article, and determines that
such deviation would not adversely affect the health, safety, and welfare or the inhabitants
of such unique area, it may authorize the use of any numbering system which it may
deem appropriate for such area.
