This Chapter shall not be construed to prevent the maintenance of a tent, camp or camp fire where expressly provided for in public parks or upon any private property or privately owned beach by the owner thereof, or by others with the written consent of such owner; provided, however, that if written consent has been obtained, the person to whom the same is granted shall at all times while using such private property have the same in his immediate possession and display the same upon demand of any peace officer of the County.
