Article 2 (commencing with Section 4851) of this Chapter, as amended from time to time, is hereby made applicable to incipient public water systems to the same extent as it would apply to public water systems except that all references in said Article 2 to the Safe Drinking Water Act shall, for the purposes of this Article 3, be deemed to be references to the Safe Drinking Water Act as defined in this Article 3.
