No person shall ride or propel any skateboard, roller skates, coaster, toy vehicle
or similar device in any roadway or in any paved drainage device, driveway, ramp or
other paved surface, except sidewalks, within any highway.
For purposes of this section, "highway" means any public highway, public street, public
way, or public place in the unincorporated territory of the County, maintained by
the County of Ventura and open to the use of the public for purposes of vehicular
travel. The term includes all or any part of the entire width of right of way of a
highway, whether or not such entire area is actually used for highway purposes. "Roadway"
means that portion of a highway improved, designed, or ordinarily used for vehicular
travel.
