The purpose of this Section 8175-5.13 is to promote and safeguard the life, health, property, and public welfare, including
traffic safety and the aesthetics of the visual environment, by regulating the design,
quality of materials and construction, illumination, location and maintenance of all
signs within the unincorporated areas of the coastal zone.
