New vegetation shall not be planted that would impair the function of an existing building using passive solar heat collection or that would cast a shadow greater than ten (10) percent of the collector absorption area on existing solar collector surface or photovoltaic cells at any time between the hours of 10 a.m. and 2 p.m.
