The permittee shall maintain, for the life of the permit, liability insurance of not
less than $500,000 for one person and $1,000,000 for all persons, and $2,000,000 for
property damage, unless the Ventura County Risk Management Agency deems higher limits
are necessary. This requirement does not preclude the permittee from being self-insured.
