Utility lines, including electric, communications, street lighting and cable television,
shall be placed underground by the applicant, who shall make the necessary arrangements
with the utility companies for the installation of such facilities. This requirement
may be waived by the Planning Director where it would cause undue hardship or constitute
an unreasonable requirement, provided that such waiver is not in conflict with California
Public Utilities Commission rules, requirements or tariff schedules. This section
shall not apply to utility lines which do not provide service to the area being subdivided.
Appurtenant structures and equipment such as surface-mounted transformers, pedestal-mounted
terminal boxes and meter cabinets may be placed aboveground.
