Any demand for a hearing by a petitioner shall be in writing, delivered or mailed,
postage prepaid, to the Environmental Health Department not later than twenty (20)
days after denial of the petition. The petition shall be deemed denied on the day
a copy of the notice of denial, together with a statement explaining the procedure
and time requirement for demand of a hearing, is delivered or mailed, registered and
postage prepaid, to the petitioner, whichever is earlier.
